MULTIMEDA FILM DEVELOPMENT COUNCIL OF YORK REGION
GOVERNING STATEMENTS
VISION:
The Multimedia Film Development Council of York Region consists of member agencies, organizations, institutions, municipalities and individuals who share a common vision of fostering and sustaining a collective multimedia capacity within York Region. The Council envisions a multimedia platform for diverse voices within the Region to tell their stories and those of the Region in all their varied forms and richness.
MISSION:
The Multimedia Film Development Council of York Region will organize and oversee an annual digital photo/film festival across York Region that showcases the diverse and vast stories of its inhabitants. The Council also endeavors to develop a region-wide multimedia film development institute that provides interested residents with the opportunity to develop their capacity to tell their stories and/or those of the Region.
STRUCTURE:
The Multimedia Film Development Council of York Region is populated by the Chairs and Vice Chairs of eight sub-committees of the Council (refer to organizational chart). All members of the Council and its sub-committees are responsible for developing a multimedia film development institute and an annual multimedia film festival.
Each sub-committee is charged with creating its own meeting schedule, timeline and work plan in tandem with the goals and timeline of the Film Development Council. The Film Development Council is used as a “think tank” for ideas and challenges that arise within each sub-committee and is a decision making body regarding matters of operations and governance.

TYPE OF MEMBERSHIP:

EXPECTATIONS OF MEMBERS:
Members of the Multimedia Film Development Council of York Region are expected to volunteer their energies, time, contacts and ideas towards the development of both the multimedia film institute and the annual film festival. Any potential in-house resources (e.g. IT support, communications/fundraising support) that can be made available within member agencies are welcomed contributions but are not expectations. Membership commitment: two years.
PROJECT MANAGER:

The Project Manager will be employed through an appropriately tendered grants process. The Project Manager shall attend all meetings of the Film Development Council and in turn operationalize the directives provided by the Council in conjunction with the work of each sub-committee. The Project Manager shall provide support and expert recommendation to the Council and its sub-committees.
OBJECTIVES:
ANNUAL FILM & PHOTO VOICE REGION-WIDE FESTIVAL

A flag-ship digital photo/film festival across York Region in partnership with regional and grassroots agencies and institutions, as well as the corporate/government sectors and general public.

A digital photo/film festival that encompasses the diverse communities across the Region.

Films would potentially explore the varied and rich identities, experiences, and challenges of those within our Region and the Region itself.

The digital photo/film festival and photo voices would include: A region-wide media launch, opening ceremonies, showcase entertainment; the screening of films and photo voices across different venues within a localized area (e.g. the historic district of downtown Newmarket); interviews/panel discussions following each screening; and a closing gala.

Host municipalities would be asked to provide funding towards the festival as well as sponsor or donate venues, services and/or products. Corporate product donations would also be solicited for both the multimedia Film Institute and the annual Film Festival.

YORK REGION MULTIMEDIA FILM DEVELOPMENT INSTITUTE (TBA)

A region-wide multimedia film development institute that offers opportunities to human service recipients, youth and the general public to develop skills in film and photo-arts development. Over time, the institute will transform into a multi-layered centre for artistic (e.g. visual arts, theatre, dance, spoken word, etc.) and life skills development.

Youth, service users, and the general public would be taught and nurtured in the work flow of film development: sourcing out documentary ideas, developing shooting scripts, as well as directing, producing and distributing their own documentaries/photo voice submissions.
Said differently, youth and adults that are service recipients, along with community members are asked to tell their stories and/or explore pressing issues such as violence against women, homelessness, youth violence, restorative justice, living with substance misuse, being differently-abled in an ill-equipped Society and so forth.
FUNDING

Funding will be procured from corporate, regional, provincial and federal bodies for both the multimedia film institute and the annual film festival.
